European Cloud Providers Collaborate on Data Sovereignty-Focused API

European cloud providers are being encouraged to embrace a new open-source infrastructure management API called the Sovereign Europe Cloud API (SECA). This API aims to simplify the movement of workloads and applications between different off-premise platforms.

Co-developed by Aruba S.p.A, Ionos, and Dynamo, SECA is available for all European cloud providers. Its creators highlight that the API enhances interoperability, allowing users to run workloads in their preferred European cloud environments. They claim it ensures seamless access to various platforms while maintaining high standards of security, control, and data sovereignty, in line with European regulations.

Aruba and Ionos are stepping up as the first providers to implement the SECA API for their clients. Achim Weiss, CEO of Ionos, emphasized that this API gives small and medium-sized enterprises the “digital independence” they need to succeed in an AI-driven world. He remarked that AI and cloud technologies are reshaping the global economy, and Europe must invest in a robust digital ecosystem to stay competitive.

Stefano Cecconi, CEO of Aruba, noted that introducing common APIs represents a significant move toward improved interoperability in the European cloud sector, helping to bolster the continent’s cloud services.

Dynamo, which integrates multiple European cloud providers on one platform, has also pledged to offer SECA-based connectors to streamline processes for all compatible partners. CEO Francesco Bonfiglio described sovereign APIs like SECA as creating a “strong handshake of trust” between providers and customers.

The launch of SECA comes at a crucial time as European cloud providers grow increasingly concerned about data sovereignty and their reliance on major US tech companies like AWS and Microsoft. Recently, the Cloud Infrastructure Services Providers in Europe (CISPE) made headlines by restructuring its governance to focus on the needs of European cloud companies. A significant change allows only European providers to hold board positions, leading to AWS stepping down as a board member—thereby losing influence over CISPE’s governance.

In early 2025, the EuroStack initiative emerged, aiming to establish a sovereign digital infrastructure for Europe, supported by SECA and Dynamo. EuroStack aims to create the essential components for Europe to build its independent cloud ecosystem, fostering a competitive and sustainable digital economy free from external oversight.
